Le parquet g\u00e9n\u00e9ral et l\u2019agent judiciaire de l\u2019Etat ont demand\u00e9 la confirmation de la condamnation.<\/strong><\/p>\n<p>Nd\u00e8ye Khady Gu\u00e8ye, administratrice du Fonds de promotion \u00e9conomique (FPE), condamn\u00e9e en premi\u00e8re instance \u00e0 4 ans avec sursis et son co-pr\u00e9venu Babacar Man\u00e9 qui avait \u00e9cop\u00e9 d\u2019une peine de deux ans assortie du sursis risquent de ne pas \u00eatre blanchis par la justice. Du moins, c\u2019est la volont\u00e9 du parquet g\u00e9n\u00e9ral et de l\u2019Agent judiciaire de l\u2019Etat. Ce lundi, ils ont demand\u00e9 aux juges de la premi\u00e8re chambre correctionnelle de la Cour d\u2019appel de Dakar, de confirmer la d\u00e9cision rendue en premi\u00e8re instance. Laquelle d\u00e9cision avait \u00e9galement condamn\u00e9 les deux pr\u00e9venus \u00e0 payer solidairement \u00e0 l\u2019Etat du S\u00e9n\u00e9gal 500 millions de francs CFA. Ce, apr\u00e8s les avoir reconnus coupables de prise ill\u00e9gale d'int\u00e9r\u00eats et de blanchiment mais relax\u00e9s pour d\u00e9tournement de deniers publics portant sur 1,8 milliard.<\/p>\n<p>Dans cette affaire, tout est parti d\u2019un rapport de la Cellule nationale de traitement des informations financi\u00e8res (Centif) adress\u00e9 au procureur de la R\u00e9publique, en janvier 2013. L\u2019enqu\u00eate diligent\u00e9e par la Section de recherches de la gendarmerie a ensuite relev\u00e9 des irr\u00e9gularit\u00e9s dans le fonctionnement du FPE. En effet, en 2003, la pr\u00e9venue a \u00e9t\u00e9 nomm\u00e9e par d\u00e9cret \u00e0 t\u00eate de cette bo\u00eete charg\u00e9e du financement des petites et moyennes entreprises (Pme). En 2010, Nd\u00e8ye Khady cr\u00e9a la Soci\u00e9t\u00e9 africaine de participation (Sap S.A). Elle obtint un pr\u00eat de la Bsic d\u2019un montant de 1,5 milliard de F CFA garanti par le Fpe. Ce n\u2019est pas tout, puisque les enqu\u00eateurs lui ont \u00e9galement reproch\u00e9 d\u2019avoir accord\u00e9 un pr\u00eat de plus de 400 millions \u00e0 la mutuelle \u2018\u2019Xel Dalna\u2019\u2019 qui appartient au r\u00e9seau Ramatou dont elle est la Pr\u00e9sidente.<br \/>\nApr\u00e8s instruction, l\u2019ex-administratrice du Fonds de promotion \u00e9conomique (Fpe) Nd\u00e8ye Khady Gu\u00e8ye avait b\u00e9n\u00e9fici\u00e9 d\u2019un non-lieu. Une d\u00e9cision rendue par le juge d\u2019instruction au moment o\u00f9 elle venait de boucler 14 mois de d\u00e9tention pr\u00e9ventive. Insatisfait, le Parquet avait interjet\u00e9 appel. D\u2019o\u00f9 le renvoi de Nd\u00e8ye Khady Gu\u00e8ye devant le tribunal correctionnel de Dakar par la Chambre d\u2019accusation afin qu\u2019elle r\u00e9ponde des d\u00e9lits de prise ill\u00e9gale d\u2019int\u00e9r\u00eats, de blanchiment de capitaux et de d\u00e9tournement de deniers publics \u00e0 hauteur de 1,89 milliard de F CFA.
